How waitlist work for Oracle learning

Hi all

I created a blended offering (with the setups shown in the screen) that includes one self-learning activity and one instructor-led activity. When Learner N. 1 withdraws from the offering, Learner N. 2 (who is on the waiting list) is not automatically enrolled in the offer but remains in the 'Waiting list' status. Why does this happen? Has it ever happened to you?"
