Error while loading worker hdl file, You need to enter a valid value for the {ATTR_NAME} attribute

When loading the worker.dat file, we are receiving below error:

You need to enter a valid value for the OrganizationId attribute. The current values are Van Dedicated - O'Reilly - Company Driver Operations.

I have verified that this department is active and the effective start date of the department is before the hire date.

I tried loading the department using the OrganizationId instead of the DepartmentName and it got loaded successfully. Do you know if HDL files do not accept apostrophe (')?
