Substitute on item structure, but does not show in work definition

Summary: Substitutes have been created for the item structure. The substitutes are not showing in the work definition.


Content (please ensure you mask any confidential information):

I created substitutes for the item structure with structure type = "Rebuild". I then created a work definition for name = "Rebuild". The substitutes showed up. The client requested I change the item structure to structure type = "Primary" and the work definition to name = "Main". So I copied the "Rebuild" structure to the Primary structure. I verified the substitutes still showed. I copied the "Rebuild work definition to "Main" and changed the structure to Primary during the copy. The substitutes no longer show up on the Work Definition. I have run "Process Item Structure Changes to Work Definitions"
