Empty result returned from GET_VALUE_SET in time and labor fast formula

Summary:

When i try to return a value set with parameter from fast formula, no value returned. Can anyone advice on that? Below is my code snippet.

Below is the setting in Value Set, where correct value set could be returned in BIP. The fast formula work if i replace :pPerson into hardcoded person id.
