Can the course be assigned for the Non-Workers in Oracle Learning Cloud

Hello Team,

Our organization is implementing OLC to one of our clients and we have requirement to extend learning assignments beyond standard population. While we have confirmed the ability to assign courses to both Workers and Contingent Workers, we need to verify the system's capability to assign courses to Non Workers.

Learner-> Learning Assignments-> Add Learners

When we search the Non-Workers in the Add Learners page, we could not find them. When we upload through HDL the HDL load is successful but not able to see the data in front/backend. Could anyone please confirm if this functionality works in OLC?
