How to find user timezone in BIP

I am trying to build a query where I can find which user has what timezone assigned to them under profile settings.
user_menu>Set Preferences>Regional>Time Zone

I found a oracle post How to Find User Time Zone (Doc ID 2348229.1) but it is only limited to session users. I am trying to find a way to get this list for all users.
