Users to manage only users and groups without access to any sort of applications

In SAAS, we have all our Fusion Application domains are there. Is there any policy or method to restrict users (who have User Administrator roles) from the applications (Including integrated applications and Oracle Cloud Services apps) If yes, could you please assist us? We need the User Administrator role to troubleshoot daily user issues but want to restrict access to Oracle Cloud services apps in IDCS.
