How to stop the auto population of What's the way to change the assignment? In Change Assignment

On the Change Assignment page, we are attempting to leave the What's the way to change assignment field blank, but it keeps auto populating to Assignment Change. We have tried setting the ActionID to Clear field value and it does nothing.

How can we stop this?
