Error while RunningOWP_Transfer Business rule in Workforce

I am trying to call OWP_Transfer Business rule through REST APIs in groovy, its giving below error.

I tried to run OWP_Transfer rule from 'Rules' card from home page, still getting the same error. can you please share some inputs to resolve this issue, we have bulk /multiple transfers, I am writing groovy to get the source and Target intersections from .csv file and then trying to call OWP_Transfer rule for each row/intersection in the .csv file which is uploaded/available in Inbox/Outbox Explorer.

Error : This rule cannot be launched because it has hidden rtp variables without default values.
