Payables withholding tax report Tax registration not populated

Summary: Tax registration details have correctly been configured however is not being pulled onto Payables Withholding Tax Letter.

When looking into issue it was even observed that Oracles screen shot in documentation, TRN is not even populated there.

Has anyone experienced this issue?
