Return to another location than on the PO

Summary:

If you , issue a PO to a specific site, but have to return to a different site. How do we do this within fusion? It cannot be an unreferenced return, it has to reference the PO based on customer requirement.
We had the idea to potentially create an unreferenced return transaction to send the physical product back to the 2nd location and to also create a regular return so the PO moves to open status. however, the challenge is that it creates 2 transactions in on hand inventory. is there a workaround for this?
