Unable to setup approval for project cost adjustment

Even after setting up the 'ApproveAdjustment' approval workflow for project cost adjustments, the costs adjustments are not triggering the approval workflow. The cost is getting transferred without any approval. Please note that the user adjusting the costs is different than the user setup as approver.

Is there any other place where we need to enable the cost for approval?
