Personalization Helper Tool Report is reporting same rule multiple times

Hi Team,
We have run PHT for Core-HR 25C version in Report Only mode, it seems -
- Report is showing same rule multiple time, Is this a known issue ? What can be done to get unique rules and related attributes from tool.
2) I noticed that Tool is mentioning same rules and attributes in certain cases, for example For Family and Emergency Contact and Change Contact Start date, it is reporting 2040 and 1970 attributes respectively, however, all 1970 shown on Change Contact Start date are also shown in Family and Emergency contact in the report.
I am trying to understand the report better, Is this a problem with the tool? Shall those be considered duplicate and will be moved only once? How to read this personalization? Pls help.
