Getting “Permission is required to view this content” on Change Assignment for a direct report

Summary:

I’m getting the message “Permission is required to view this content” when I click on a direct report under Change Assignment.

We have assigned the following privilege in our custom job role, but it doesn’t seem to be working:
View Employment Information Summary
Manage Direct report

Displayed message:
Permission is required to view this content. Please contact your help desk to get access.

Could you pplease help us what is the role/privilege that we need to add to access on all direct report on change assignment?
