"To Be Counted" Flag Automatically Disabled for Reserve Locations in Oracle WMS

We are encountering an issue in Oracle WMS where the "To Be Counted" flag on Reserve locations is being automatically disabled. When we manually enable the flag and refresh the page, it gets unchecked again without any user intervention. This behavior prevents us from including Reserve locations in our cycle count processes and may impact inventory accuracy.
Please advise on the root cause of this issue and whether any configuration or patch is required to resolve it.
