Clarification on Delivery Creation Timing and Requester Receipt in Centralized Receiving

We’re testing the new Delivery Management functionality introduced in Oracle Inventory (Redwood), and I’d like to clarify how the receipt and delivery creation process works in a centralized receiving environment for expense destination purchase orders.

In our current setup, all shipments are first received at a central receiving location, then internally delivered to the requester.
My question is:

If the Expense Destination Requester is expected to perform the receipt in My Receipts, how can that happen before they physically receive the goods?
Should the central receiving team perform the receipt instead, which then automatically creates the delivery record
