Under people to cover, based on disability type, the disability status should be greyed out

When disability type is set to "No" , can the disability status automatically greyed out or defaulted to "Inactive" under before you enroll from ESS or People to cover from Benefits activity center.Can this be achieved through VBCS and if yes could anyone let me know how this could be achieved.
