FCCS Migration Issue

We are trying to migrate or clone from FCCS Production environment to FCCS Test Environment, both have the same versions (25.10.76), but both are failing and we are getting the following error - "Migration of application artifacts and snapshots from a higher Essbase version (21.7.4.0.0.003) to a lower version (11.1.2.4.516.543) is not supported." Why is it so?
