FCCS security for shared hierarchy

Summary:

if I am applying security access to the user on the parents of shared hierarchy which has all the primary members shared under it, the user is still not able to access the members.

Do i need to tag security specifically to each base level member in the primary hierarchy instead of directly tagging it to the parent of shared hierarchy?
