Security privileges needed to access documents in /hcm/common/content location

Summary:

We have saved vendor documents in the HCM common content library and embedded their URLs within ESS pages. When testing this as an employee with only an employee role, we received a 404 Error and were unable to download the embedded documents. Can you please inform us what privileges an employee needs to access documents in the HCM common content library?
