How to view FYI notification without giving access to position to a line manager

Hi Team,

We are sending FYI to parent position incumbents who don't have access to position and hence see blank notification.

Please help in making it show.

NOTE : These are just line managers who do have access access to position. But FYI has to be sent as a requirement.
