Its been 3 week and I am still facing the same API Error

I previously terminated an instance a few weeks ago and have been trying to create a new one since then. However, I keep encountering the following error:

API Error: Out of capacity for shape VM.Standard.A1.Flex in availability domain AD-1. Create the instance in a different availability domain or try again later. If you specified a fault domain, try creating the instance without specifying a fault domain. If that doesn’t work, please try again later.

It’s been over three weeks now, and I’m still facing this issue. Could you please help me resolve it or provide an estimated timeframe for when capacity might become available?
