Transfer Order - Shipment lines stuck with "Pending inventory processing" status

Summary:

Transfer Order shipment is shipped and the shipment is closed, but the shipment lines are stuck "Pending inventory processing". This is causing not able to receive the transfer order in the receiving org. We ran "Manage Shipment Interface" and "Manage Inventory Transactions" process, but no luck.

These lines show as ready to be processed in the Pending Transactions, But these never get processed. These lines are pending since last week of Oct'2025.
