How to set up a dependent EFF linked to healthcare additional attributes

I’m looking to transition two current DFFs to EFFs. One of them is a custom EFF that needs to be an independent validation on the Implantable EFF. However, when I attempt to map the value sets and deploy the EFF, I keep receiving a deployment error for the custom EFF that’s dependent on the Implantable EFF. Could you please advise on the best approach to resolve this issue?
