Converting a Pending Worker: The National Identifier Region is now mandatory to populate

Summary:

The National Identifier is a mandatory region in the Convert Pending Worker Process for certain countries only. For Australian pending workers, this does not get populated. Prior to Redwood, if a National Identifier was not created, the user could simply skip it without error. Since applying Redwood, the National Identifier now must be entered before you can proceed, even if you haven't clicked to create one.

The only work around I can see is to keep it as Optional on the first page, but this means it needs to be selected every time it is expected to have values (depending on the country), rather than just seeing it in the workflow automatically.
