Add a custom Tax type at backend table AP_INCOME_TAX_TYPES through UI or API.

Need to be able to add two new tax types: Payment Card and Third-party Network Transactions to the AP_INCOME_TAX_TYPES so that they can populate the pull-down box for Invoice processing and be used to generate 1099K's.
