「POR-2011066」Error Occurred！

Summary:

We have created a new BU and ledger for testing purposes, separate from the BU and ledger currently in production.
(The names of the BU and ledger are ORB BU and ORB Primary Ledger.)

Originally, the ORB BU had the Purchase Requisition Creation functionality assigned, and we were able to create purchase requisitions.

After adding the Budgetary Control functionality to ORB BU and ORB Primary Ledger in that state, the following error started occurring during the purchase requisition creation process:

Couldn't submit requisition
{PREFIX}: The budget date either isn't within the control budget date range or doesn't fall in an open encumbrance accounting period. (POR-2011066)
