Enterprise Contract using resource organization hierarchy

Summary:

In our organization, we have 2 different business groups. We create different contract types for these 2 business groups. We are create the 2 resource organizations assign to group user so that they can only see their contract for their group. However, I have a new requirement that general manager manage these two groups want to see contracts on both groups. How can I achieve this? We do not want to give the enterprise contract administrator role to general manager. Can we use organization hierarchy? For example, we have resource organization A and resource organization B.
