Create a direct tax rate rule for for AP invoice based on Product category

We have a requirement to apply a multiple withholding tax codes (Federal and Province) for interfaces invoices. In order to achive this we are trying to create two direct tax rules for the with holding tax based on the product category. Steps we have followed are:

1. Creation of product category
2. Define Tax determining factor set (TDFS) based on the product category
3. Define tax condition set for above TDFS
4. Create a direct tax rate rule for above values
5. Create AP invoice, assign the above product category, WHT tax is not getting applied
