VBCS validation isn't working under person EIT flexfield

Summary:

We made a person EIT for the Bank Account number Salary and Bank Account number expenses and Via redwood VBCS validation we wanted to setup the field allow exact 11 digit numeric number for Norway Region .We put the validation expression(see the attachments) but its not working as expected. Its taking less than 11 digit also .I am attaching the value set (attachments)while creating the EIT .

PS: We don't have any payroll module that's why we are keeping this bank details as for information purpose for the client. Should we make any changes into the code or any other info to get the solution?
