Grades not being populated for random employees in assignment section for promote page

Summary:

On Promote and Change Assignment pages, in the assignment section, Grades are not populated for few random employees even though they have a job. Earlier this issue was resolved by setting the profile option - PER_ENFORCE_VALID_GRADES from Y to Yes. Now its again not working after 25D. Kindly suggest if anyone has a solution,
