Introduce button in oracle fusion and also show VBCS as Popup window

We have requirement to introduce button in Receivable -> Billing -> TRansaction Number -->New button named: "Business Workspace" along with existing button (Save, Delete, Cancel).

Once User click on the "Business Workspace" it should open VBCS application as Pop up Please help if we have any option here?
We have tried using page composer "+" button but we don't find any option to add new button and how to define action in the button so that it open VBCS application as popup.
