Duty travel resumption report is showing for employee not for contingent worker

User A who is a cwk and User B is a emp, both of them are having exact payroll roles. But for user A the Duty travel resumption report is not populating the data only columns are there. We checked the AOR also both of them are having view worker AOR. But for the user A who is cwk, under my client group → Document of records user can search and see for other users duty travel resumption. If the User is supposed to access to the UI , then the Report should fetch the data accordingly but it
