Is there a way for users to upload the budget to the Manage Financial Project Plan?

The client would like the budget to be entered through the Manage Financial Project Plan for better analysis and visibility of the revenue and cost budgets, and the actual costs. The users are able to select the resource and manually enter the revenue and cost budgets. Is there a way to upload the budgets to the Manage Financial Project Plan? The 'Import Project Budgets' FBDI appears to only load to 'Manage Project Budgets'. And
