V3 Termination LOV Work Relationship shows Offers in the List how can this be restricted

Summary: When an Employee Resigns, if they have had an offer from ORC (for any role they may have applied for) the Redwood V3 Termination form shows the Offer Work Relationship in the list. An Employee would not be resigning from an Offer, why is this showing in the list of Values on this Form?
