Need Help Building Complex Learning Initiative and/or Learning Assignment

Summary:

I have a client that is requesting that we build a learning initiative(s) and/or learning assignment for an Compliance course, however, the challenge is that there are two versions, one is for New Hires and the other is Annual for all employees. Both of the courses have different due dates and different learner populations. There is resistance to combine the two courses into one and simply set up renewals to run annually, so I'm trying to understand how to combine two course initiatives/assignment into an experience for the learner where it feels like they are only taking the course once.
