Oracle Projects link with Resource data

As an administrator I am unable to view Resources assigned to Projects through OTBI. I am not the owner and staffing member of any projects but creating a report to select all project resources. Please let me know of this is feasible.

Also, for BI publisher how can we get resource allocation for projects.
