Read File Error When .csv Contains Double Quotes

Summary:

Our Read File operation fails when reading a .csv file that encloses it's values in double quotes ",". If I manually remove the double quotes from the file then the Read Operation is successful, and the integration will import the journal file.

Is there any way for OIC Read Operation to process a file with the data fields enclosed in double quotes or a method to remove these from the file prior to the read operation?
