Unable to Enable “Cell Level Security” Card under Application Cluster

Summary:

We are currently in the process of testing the new Cell Level Security feature introduced in the November 2025 patch for Oracle FCCS.

However, we noticed that the “Cell Level Security” card is not visible under the Application cluster. Upon investigation, we found that in the Navigation Flow, this card is set to invisible, and the checkbox to enable it is greyed out — meaning we’re unable to modify it.

As part of troubleshooting, we tried the following steps:

  1. Verified multiple navigation flows (including the Default Navigation Flow).
  2. Attempted to set the navigation flow to Inactive, then tried enabling the card again — but still no luck.
