Copying a Transaction via Agent Action

We want to copy the transaction for the pending items/lines via agent action based on a particular status to create a new transaction with the data from the previous transaction.

We have a scenario where a declaration is created for only a few lines from the transaction due to compliance issues/missing license and once the issue is resolved the pending items need to be declared, the catch is one transaction is equal to one invoice therefore we want to copy the transaction for the pending items/lines via agent action based on a particular status so the new transaction can be pitched as a separate invoice to the customs and the goods can be imported. Currently the copy Transaction action is only available from the UI ,has anyone faced a similar
