Access Request AI Agent is not generating correct payload for Create Access Requests.

I am using seeded Access Request Agent to create access request. It is performing all earlier steps well, but when it has to generate the payload for Create access request. It is not creating correct payload as per guardrail written in oracle delivered agent.
