We have the following requirement for PO approvals:

  1. 1st step - serial - approval group with single user
  2. 2nd step - parallel first responder wins - approval group with several users
  3. 3rd step - serial - approval group with single user
  4. 4th step - parallel first responder wins - approval group with several users
  5. 5th step - serial - approval group with single user

Each step has to go in sequence, that means, until the user in one step does not approve, the notification should not be sent the next step.
