Difference between environments (DEV1 and PROD) for deriving fiscal document flows (model 57)

Why, in a DEV1 environment, can I import a freight XML file with model 57 and the FDC derives the Freight Other Services fiscal flow, while in the PROD environment, I have the same freight XML with model 57 and the FDC does not derive the Freight Other Services fiscal flow?

It is known that Oracle's behavior for fiscal documents (model 57) is to derive the Freight Acquisition fiscal flow; and fiscal documents (model 67) to derive the Freight Other Services fiscal flow, but this is not happening between the environments.
