Are these issues related to journal role security setup?

Since the May 2025 patch in Oracle FCCS, two issues have been observed by our client:

  1. Power users can no longer run journal reports for previously locked periods.
  2. Approval email notifications for journals are being sent to all FCCS users instead of only the accounting team.

Both issues appear to be related to changes in journal role security introduced in the May 2025 patch. Are these issues connected to the new journal role configuration in FCCS?
