25D Enhanced Offering Selection and Learning Catalog Navigation: 'Enroll in this offering' prompt

One of the enhancements from this item is "If you're currently enrolled in an offering, you can now seamlessly enroll in another offering and be withdrawn from your current offering. You no longer need to manually withdraw from the current offering before enrolling in another offering."

However, upon a couple of testing, none of my course especially either of the offerings have any required approval settings, and instead of seeing the above prompt when trying to enroll to another offering, this is what showed up:

I understand that the "Can't enroll now" prompt will appear if the withdrawal approval is required but, in this case, how am I supposed to see the "Enroll in this offering?" prompt?
