Custom Learning Recommendation alert initiated by manager or peer

Summary:

I have built a custom Learning Recommendation alert that sends a worklist notification if the course is recommended by a Learning Administrator in the Learning Assignments, however, if a manager or peer/colleague recommends a learning, the notification does not trigger.

Is it possible to have the alert triggered by the manager or peer action? If so, what filter and/or expression is required to trigger the alert based on their action?

Or is it only possible to trigger the alert via administrator action?
