Substitute components relationship in Unconstrained Supply Plan

Summary:

We are using Unconstrained Supply Plan and the requirement is to use substitute component in Item structure when all the onhand of existing component is used up.

For example item structure A has one component B1 and it is replaced by C1. The expectation is to procure C1 in place of B1 for the demand on A once all the onhand of B1 is utilized. I enabled this relationship but somehow plan is not working as expected. Any suggestion how this can be achieved in Unconstrained Supply Plan?
