Impact on license by adding a new privilege code ‘RCV_CREATE_SELF_SERVICE_ALL_REQUISITION_RECEIVING'

I have created a custom role with privilege code ‘RCV_CREATE_SELF_SERVICE_ALL_REQUISITION_RECEIVING_RECEIPT_PRIV’ to allow users to request PR/PO on behalf of other requestors. But before implementing this solution to Prod Client is asking about the Licensing impact of the same. Does anyone come across of similar requirements and know about the licensing impact of this new role/privilege. I have referred the Fusion metric guide but there licensing is at the Requisition work area level nothing mentioned for this My receipt page. Any idea or reference will be appreciated.
