Issue with disabling work order reservation

Summary:

Trying to disable work order material reservation up on unchecking the box - "Allow reservations to work order materials" in Manage Plant Parameters.

When WO is released (Release and Pick materials button is clicked), it generates Movement Request (MR) with line items that are same as WO operation items. Due to our current business process, we are trying to disable reservation for the items when WO is released. We know what is going to happen if we do not reserve material, there will be WO/MR items are ready for picking but materil may not be there.
