Subject: Directed Putaway: "No Location Found" Despite Available Locations

I have two locations(reserve), both with a max capacity of 6,000. The put away rules and priority is set. I received 10,000 units. When I attempt directed putaway, the system returns "No Location Found." As a test, I increased the max capacity for one location to 10,000. After this change, directed putaway selects that location as expected. Why isn't directed putaway able to split the quantity across both locations whose combined capacity is sufficient? Is there a specific configuration or restriction I need to review to allow the system to allocate across multiple locations in this scenario?
